Descrintion of Deficiency Transamerica DeLaval, Oakland, California, has identified. a potential defect in intake and exhaust valve springs for-the standby diesel l

generators and spare parts listed.below The possibility exista that

these springs, annufactured.by the Melrose Spring and Tool Company,.

Oakland', California, were not manuf actured-properly (a, shot peening-operation was omitted).. Transamerica DeLaval notified the NRC of this condition in their letter to the-Director,. Office-of. Inspection and Regulation, dated July 30, 1981. The affected diesel generators and spare parts are:

Hartsville A Unit 2 S/N 77026 Hartsville B Unit 2 SN 77030 and S/N 77033 Phipps Bend' Unit 1 S/N 77032 and S/N 77033 Phipps Dend. Unit 2 S/N. 77034 Hartsville B Unit 2 4 spare valve springs Phipps Bend Unit 1 4 spare valve springs Bellefonte 1 spara cylinder head (P/N 1A-6446)

These springs.are easily identified by their unique color coding.

Safety Isolications The shot peening operation that was omitted in the manuf acture of these springs is necessary to improve the f atigue strength of the spring.

If these springs werernot replaced, they could suffer fatigue failure during use, possibly resulting in the f ailure of the diesel generator. Ther f ailure of these diesel generators would adversely affect the safety of operations of the plant as they are the emergency source of onsite power in the case of loss of power.

s Cgrrective Actions Ths affected engines spare cylinder head and spare springs will be inspected by TVA CONST utilizing the color code furnished by DeLaval.

All springs found to be potentially defective by this inspection nill be replaced. Transamerica DeLaval will supply the necessary replacement springs and personnel needed to accomplish or supervise the actual work as TVA deems appropriate. This work will be-completed before preoperational testing of the diesel generators.

DeLaval has told. TVA (in their letters to TVA dated August 21, 1981) that they have purged their inventory of these potentially defective springs and that they are taking extra receiving inspection measures to ensure the problem does not reoccur. In addition, DeLaval has taken Melroso Spring and Tool Company off their supplier list (DeLaval letter to TVA i

dated September 18, 1981).
