Dear Governor Spellman:
This is in reference to your letter of August 18, 1981 in which the State proposes to enter into an amended agreement with the Nuclear-Regulatory Cormission under which Washington would continue regulatory authority over uranium mill tailings pursuant to the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978.
Enclosed is a public announcement we have made concerning your proposal and a copy of the NRC staff assessment as published in the Federal Register on September 17, 1981.
Your proposal will be acted upon by the Commission after the expiration of a 30-day public coment period. We will then inform you promptly of the action taken.
We appreciate your interest in the Commission's Agreement State program and look forward to continuing this relationship with your State.
