THEE CHEATING INCIDENT DOES NOT STAND.40NE:
Th2 cheating incident must be weighed or r record of other management incompetencies to determine whether Met Ed management is able to handle TMI#1 in a safe manner.
Some of these other management fiascoes are allowing a reporter to bea:1 ployed as a cecurity guard, producing a ' mind set' previous to the accident that contributed to the accident, and presently being under various and sundry threats which can affect judgment and rr ponse.
Th;;o threats were disebsed in the Memo with repsect to public disclosure of id:ntities of involved individuals dated Sept 28,1981.

Nonstheless, management is under a cloud. Have these themats caused an anxiety j
among employees and marmgemant which translates into cheating incidents and manag:: ment incompetency? Is there any relationship of any type of pressure cn m nagemant producing managemant incompetency or reducing it.e safety of the nuclear power plant?
