At the time these unexpurgated documents were served on the Board, the

Staff ceclined to simultaneously serve thea on the parties because of

the possible privacy interests of the individuals involved in the y

cneating incident who were named in these documents.

Subsequently, Judge 1111hollin ruled at the conference of parties held in-darrisburg on October 2 and 3,1981 that, in order to protect the twiividuals involved, a lettering scheme would be used such that nanes of Licensee personnel would be replaced by letters of the alphabet. The letter designations correspond to the schene used previously in the restart hearing.

l s With the exception of the OIE Report, the Staff has reviewed the documents specified above and has replaced the names of Licensee personnel with the appropriate letter designation.

Those documents, with letter replacements, are enclosed.

The Licensee is in the process of making letter replacements in the OIE Report and will serve that document on the parties as soon as the replacement task is completed.
