Dear Ms. Bradford:

Attached is a copy of the interrogatories and document requests whicn you submitted to the liRC Staff on October 2,1981.

The nodifications which the Staff proposed and which you accepted are included.

As we noted at the conference in 11arrisburg, handwritten rates are exenpt from disclosure under 10 CFR s2.790. The Staff agreed, however, to examine any handwritten notes for relevancy and to advise the parties of its position as to disclosure.

The Staff has decided not to release the notes of the investigators requested in Question 6.

The Office of Inspection and Enforcer..ent (OIE) believes that release of such notes could have an adverse impact on subsequent investigations conducted by that Office.

In any event, the ii.dividuals who conducted the investigation, and who will be available for cros -examination at the nearing, stated that any relevant information wnich they learned pursuant to their investigation is contained in their report,

" Investigation 7 Alleged cneating on Operator Licensing Examinations" (OIE Report).

Further, question 10 asks for nanes of the individuals interviewed during tne OIE investigation. As you know, Judge Hilhollin ruled that nanes of Licensee personnel involved in the cheating incident are not subject to disclosura at the present time.

Tnerefore, the Staff believes response to this inter rogatory is not required.

2-INTERROGATORIES AND DOCUMENT REQUESTS FROM TMIA TO NRC STAFF, 1)

Copies of any NRC investigation, correspondence, and memorandum regarding the Trunk investigation into the April 1981 cheating incident and the Category T incident.

2)

All procedures and guidelines on administration and grading of TMI-1 NRC exams since 1977.

3)

Copies of the following exams, including all documents, files, notes pertaining to the grading of those exams, answer sheets, summary sheet of grades, exam schedule, exam questions, correspondence regarding scheduling, answer sheets, graders notes:

NRC April 21-24,1981 SR0 & R0 exams.

4)

Provide the name of all witnesses the NRC will present for testimony.

5)

Identify and provide copies of 2ny other documents proposed to be used or offered in evidence by HRC in connection with the presentation of evidence of cross-examination as to this hearing.

6)

SIG I&E tape #254 (we believe concerning the Rogovin investigation) and SIG deposition dated 11/29/79.

7)

All written documentation of statistical data concerninh test results of all exams administered by the NRC nationwide and concerning Licensee.

8)

All notes of interviews by the Staff in the course of any investigation regarding cheating incidents with the Licensee.

9)

All correspondence related to cheating to and from the contractor who graded the April exams.

10) All personnel names interviewed during any investigation into Licensee cheating.
11) All notes, internal memoranda concerning any TMI-1 exam conducted since discovery of the April 1981 incident.
