Dear Mr. Sharp:

Thank you for the opportunity to coment on the Sumary Report of your Future of Electric Power Workshop.

Periodic meetings of this type in which individuals with a range of personal interests and professional disciplines interact in a constructive atmosphere are valuable to help the participants gain new insights and perspectives that can then be factored into their professional activities.

We have reviewed the Sumary Report and as you suggested, have focused on the Issues and Action Item 3.

Inherent in some of the Issues and Action Items is the more fundamental concern "The acceptable level of safety for electric energy generation". For instance, the Action Item under the Issue "Each technology faces limitations" suggests working towards developing clee.ier coal and safer nuclear. The question that needs to be answered prior to development of cleaner coal or safer nuclear is cleaner than what, or safer than what, and at what cost to society. Another example falls under the Issue "Politicization of nuclear technologies" in which it is suggested that nuclear has an aura of fear and has focused many subsidiary concerns of society.

Finally, the Issue "Over the long term siting issues might become important again" proposes development of consistent national and state siting policies and procedures. The development of a consistent and national siting policy suggests that the more fundamental concern also be addressed.

Mr. Edward C. Sharp In sumary, we believe that prior to acting on the issues noted in the Sumary Report, the more fundamental issue of the acceptable level of safety for electric energy generation must be faced with a broad representation of professional disciplines ranging, for example, to ethics, engineering, politics, regulation, and economics. We suggest that it would be productive to convene a workshop that would address the issue.
