REVIEW 0F AMENDMENT APPLICATION DATED AUGUST 6,1981 FOR CHANGE OF NAME AND FOR USE OF A CONTINU0US FIRE WATCH IN THE FUEL HANDLING BUILDING IN MATERIALS LICENSE NOS.

SNM-1852 AND 1879 Backaround The license currently identifies Southern California Edison and San Diego Gas and Electric as the co-holders of the two licenses. The application for amendment requests that the cities of Riverside and Anaheim be added as co-holders of the license.

In addition, the application provides for a continuous fire watch in the New Fuel Area and the Spent Fuel Pool Area until fire detection devices are installed and operating.

Discussion The application for change of name is signed only by the current co-holders of the licenses. The cities of Riverside and Anaheim, co-owners, have recently been added as co-holders of the construction pennits and the operating license applicatiors for San Onofre Units 2 and 3.

Mr. Robert Fonner, ELD, stated that being parties to the ongoing proceedings is sufficient justification for adding the two cities as co-holders of the storage only license.

Amendment No. I to both SNM-1852 and SNM-1879, dated August 11, 1981, incorporated a requirement, via Condition 15, for a continuous fire wa.tch until the fire detection and alarm devices were installed. Because the subject amendment application incorporates the essential r.equirements of Amendment No.1, Condition 15 can be deleted.

In a discussion on Septenber 4, 1981, Mr. Derrick Meturio, Southern California Edison, stated that flame detectors, rather than smoke detectors and heat rate of rise detectors, were being installed; that the applicants' safety and analysis report 5 " ^"'>

SEP 211981 was being revised; and that the NRR fire safety reviewer had agreed to the change. Mr. Greg Harrison, NRR, confirmed this statement. The NRR Pmject Manager, Mr. Harry Rood,and the Region V Sectiori Chief, Mr. Tolbert Young, have no objection to this amendment.

Conclusion and Recomendation It is the staff position that the pmposed amendment' will have no adverse effect on health and safety or on the environment. Approval of the amendment application is recommended.
