Regarding the meeting held in the NRC office 9/2b81 concerning interpretation of subject criteria, Westinghouse Philippine Project Department would greatly appreciate the NRC's written responca to a generic situation concerning our interpretations discussed in the 9/21/61 meeting.
Specifically, our interpretation of subject document related to fabrication of pipe supports designed under ANSI B31.1 for safety and non-safety related piping systems is as follows:
Position I (ref 10CFR50 Appendix B) Criteria VIII " Material Traceability" A.
Upon receipt of material or parts, the receiver shall perform receiving and inspection and prepare a Material Receiving Inspection Report. This inspection report shall be signed by the receiver and shall be forwarded, along with the CMTR's and C0C's received with shipment, to the QC Manager.
B.
The QC Manager shall review the Material Receiving Inspection Report and C0C's and CMTR's for compliance to the purchase order.
He shall indicate his approval by signing the Material Receiving Inspection Report and distributing to the Production Department.
C.
If material or parts de r ot meet purchase order or specification requirements, the QC Manager shall immediately no+ 'fy the shoo to " Hold" the material.
Disposition of this material shall L made by the QC Manager and when necessary, in conjunction with the QA Engineering and Production Departments.
