PENNSYLVANIA ELECTRIC COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commisefon) has issued Amendment No. 74 to Facility Operating License No. OPR-50, issued to Metropolitan Edison Company, Jersey Central Power and Light Company, and Pennsylvania Electric Company (the licensecs), which revised the Operating License and Technical Specifications for operation of the Three liile Island Nuclear Station, Unit No.1 (the facility) located in Druphin County, Pennsylvania.
This license amendment shall be effective upon acknowiedgement by the NRC that it has received appropriate documentation from Pennsylvania Public Utilities Connission, State of New Jersey Department of Energy, Board of Public Utilities and Federal Energy Regulatory Commission which with this amendment would collectively authorize GPU Nuclear Corporation to operate Ti1I-l in the manner describe.! in this' aaendment to the license.
The amendment revises the Operating License.acd the Technical Specifications to reflect that GPU Nuclear Corporation is to replace Metropolitan Edison Company (Met Ed) as 1;he licensee authorized to operate THI-1.
It should be noted that the license auth-orizing GPU Nuclear to operate TMI, Unit No.1, is suspended pending the outcome of thc Tiil-1 restart proceeding. That proceeding will determine whether GPU Nuclear is qualified to operate the facility.
Issuance of this amendment is not intended to influence or otherwise prejudice that proceeding.

f j The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Comission has made appropriate findings M required by the act and the Commission's rules and regulations in 10 CFR Chapter-I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does I
not involve a significant hazards consideration.

to '.0 CFR 551.5(d)(4) an environmental impact statement, or negative declaration ar.d environmental impact appraisal need not be prepared in connection with issuance of this amendment.
