N Gentlemen:

Subject:

NRC Inspection This refers to the routine safety inspection conducted at the Hunters Point Famility by Ms. B. Riedlinger of this office on August 27, 1981 of activities authorized by the general license issued by 10 CFR 150.20 and by HRC License No. 04-19467-01 and to the discussion of our findings held by Ms. Riedlinger with Mr. Ed Ekberg of your staff at the conclusion of the inspection.

l The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the rules and regulations and the conditions of your license. The inspection l

consisted of selective examinations of procedures and representative records, interviews with personnel and observations by the inspector.

l During this inspection, it was found that certain of your activities appeared to be in noncompliance with NRC requirements.

The items and references to the pertinent requirements are listed in Appendix A.

These items have been categorized into severity levels as described in the Federal Register Notice (45 FR 66754) dated October 7,1980.

The findings from this inspection, as well as the one conducted on July 30, 1980 indicate three repetitive items of noncompliance (see Appendix A, Items A, B, and C).

We are concerned about the repetitive nature of the items of noncompliance observed during our inspections.

% addition to the need for corrective action regarding the specific items of noncompliance included in Appendix A, we are concerned about the implenentation of your management control system that allowed these repetitive items of noncompliance to recur.
