SUBJECT:

BYRON MANAGEMENT REVIEW A meeting was held September 8-11, 1981 at.the Byron site with representatives of the plant and corporate management of Commonwealth Edison Company. The purpose of the meeting was to review the ap'plicant's capabliities to manage the operation of the Byron nuclear power plants. The review was conducted jointly by representa-tives of NRR and I&E Region III. Enclosed is a list of persons in attendance at the exit briefing.

Varicas int.rviews of both corporate and plant. personnel were conducted in addition to reviewing various procedures and. policies.. T,he guidelines of NUREG-0731, " Guidelines for Utility Management Structure and Technical Resources" were used as a reference source.

We reviewed the applicant's intent to comply with the task action items. listed in the meeting notice. However, no final procedures were avdilable and the task remains as an open item until such time as the final plans are reviewed and approved.

At the end of the three days of the ieview,- we briefed the applicant.on our findings. We did not find any adverse areas of management or technical ability but we do require final administrative procedures and descriptions of various programs to be placed on the docket. _0ur fiEdings..will be detailed in the Sed *nn 13 of the staff's safety evaluation report..
