This refers to the special inspection conducted by Mr. L. E. Ellershaw of this office on November 17-21, 1980, of your facility at Melrose Plrk, Illinois, associated with the fabrication of prestressing and post tensioning systems and to the discussions of our findings with you and members of your staff at the conclusion of the inspection.
This inspection ns conducted as a result of information provided to us by NRC's Region II office.
The main purpose of the inspection was to establish whether past or present manufacturing practices relative to the fabrication of prestressing and post tensioning systems were consistent with applicable codes, and contractual and regulatory requirements.
To make this detemination, the primary areas selected for itupection were manufacturing process control with emphasis placed on inspection activities, control of nonconformances and corrective action, control of procurement activities, training of personnel performing quality related activities, material identification and control, and heat treatment.
We are concerned in regards to both the adversary nature of the written state-ments presented to our inspectors during this inspection and, the impaiment of inspection effectiveness, triat resulted from all questions on inspected materials and documents being required to be directed tc you.
As a result of the subsequent meeting with you in this office on Cecember 11, 1980, i t i s our view that your actions were taken as a result of an apparent misunder-standing of the func*. ions, role and responsibilities of the NRC.
We trust that our discussions dispelled any such misunderstandings and that any future inspections will be accomplished in en appropriate centext.
Areas examined and our findings are discussed in the enclosed recort.
During
- he inspection, it was found tnat the implementation of your QA procram failed to meet certain NRC requirements.
The specific findings and references to the pertinent requirements are identified in the enclosures to this letter.

2 31 ease provide us within twenty-five (25) days of your receipt of this report a written statement containing, (1) a description of steps that have been or will be taken to correct these items, (2) a description of steps that have been, or will be taken to prevent recurrence, and (3) the date your corrective actions and preventive measures were or will be completed.
In accordance with Section 2.790 of the Commission's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter with encMsure and your reply, together with the enclosed inspection report will be placed in the Comission's Public Document Room.
If this report contains any infonnation that you believe to be proprietary, it is necessary that you make a written application within twenty-five (25) days to this office to withhold such information from public disclosure. The application must include a full statement of the reasons why it is claimed that the information is proprietary.
The application should be prepared so that any proprietary infonnation identified is contained in an enclosure to the application, since the application without the enclosure will also be placed in the Public Document Room.
If we do not hear from you in this regard within the specified period, the report will be placed in the Public Document Room.
