Dear Mr. Grier:
NRC INSPECTION REPORT 50-354/81-10 AND 50-355/81-10 NO. 1 AND 2 UNITS HOPE CREEK GENERATING STATION We have reviewed your report of the inspection conducted on June 18, 19, 22-26, 1981, at the Hope Creek Generating Station.
The report, which was received by PSE&G on August 7,
- 1981, requires a response within 30 days of the date of the re-port; July 31, 1981.
Thus, seven of our thirty-day response period had expired before we saw the report.
The following response is provided in accordance with Appen-dix A of the subject report:
Violation:
"As of June 25, 1981, Maintenance Action Card, sequence num-ber 206900601, requiring visual inspection of the Se:ety and Turbine Auxiliary Cooling System heat exchanger number 2A2E201 by March 19, 1981,and Maintenance Action Card, se-quence number 500013302, requiring visual inspection of 18 inch gate valve, serial number E616-9-2 by April 13, 1981, were not signed and verification of performance of the in-spections was not available."
Cause:
The Bechtel Construction Quality Control Manual Section III, Paragraph 6.1.4, states:

quality control instructione and inspection records which show that the inspection has not been completed, describe the maintenance operation which must be performed, and established a new time limit for. completing the maintenance and reinspection activities."
The responsible Bechtel Quality Control Engineer (QCE) mis-interpreted the paragraph quoted above and did not sign-off the. Maintenance Action Cards although the visual inspection had been completed.
The. responsible QC6 was awaiting com-pletion of discrepancies found prior to the inspection be-fore signing the Maintenance Action Card.
Corrective Steps Taken:
h Maintenance' Action Cards 206900601 and 500013302 have been signed-off documenting completion of maintenance inspection.
All open Maintenance Action Cards have been reviewed for

similar conditions and have been signed-off as appropriate.
