GNF-A Written Follow-up Report - Fire System Impairment

Dear Sir or Madam:
In accordance with 10 CFR 70.74(b), Global Nuclear Fuel-Americas, LLC (GNF-A) hereby submits a written follow-up report for Event Notification 54422 which was provided to NRC on December 5, 2019 (Reference 2).
Event 54422 As discussed in the initial event report, GNF-A reported a fire system impairment to the New Hanover County (NHC) Deputy Fire Marshall. Consistent with 10 CFR 70, Appendix A(c), a concurrent report was provided to NRC and is included as Attachment 1 to this letter.
Additional information is provided as follows:
Event Details and Safety Significance At 1430 (EST) on December 4, 2019, the New Hanover County Deputy Fire Marshall was notified that a section of fire sprinkler line supporting a small section of an office area in the Fuel Manufacturing Operation (FMO) was unable to perform its intended function. No other areas supporting fuel manufacturing were affected. The fire sprinkler pipeline was returned to operation at approximately 1920 (EST) on 12/4/2019. The New Hanover County Deputy Fire Marshall was informed of system restoration. Because the New Hanover County Deputy Fire Marshall was notified, a concurrent notification to the NRC Operations Center was made per 1 O CFR 70, Appendix A(c).
Probable Cause of Event While the fire riser was being isolated for current work, one of the sprinkler branchlines was found in an isolated state. The sprinkler line was believed to be operational. The sprinkler branchline operational status could not be determined by routine inspections required by NFPA

- 1) Change request was initiated to implement impairment repair on December 4, 2019.
Repairs and tests were completed to restore the affected fire systems to normal operation at approximately 1920 (EST) on 12/4/2019. The NHC Deputy Fire Marshal was notified of the return to service.
Completed December 4, 2020
- 2) Install a valve and plug at the end of the sprinkler branchline to allow for testing of operational status without sprinkler head activation. Testing of the sprinkler branchline was completed during restoration process of the fire riser system.
Completed December 4, 2020 Longer Term Corrective Action
- 1) Ensure affected sprinkler drawing(s) are updated accordingly.
