Enclosed please find eight applications from C-Tran International for licenses to export NBS Standard Reference Materials to the Peoples Republic of China.

Before taking action on these license applications, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed exports meet the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
