Identification - Failure of Emergency Diesel Starting Mechanism 6.
Condition Prior to Occurrence - Plant in Cold Shutdown for Refueling 7.
Description - The emergency diesel was being started following annual preventive maintenance work when the starting motor mechanism failed to properly engage the engine ring gear. The engine did start on this occasion, however the integrity of the unit was such that future starting failure was deemed 1-inent. The starting motor and gear mechanism were replaced and the unit was test operated catis-factorily.

Designstion of Cause - Inspection of the starting motor mechanism revealed that relaxation of a spring caused the deficiency. The relaxed spring case out of its housing and thus could not supply sufficient force to immediately engage the ring gear.
9 Analysis of Occurrence - The crankin6 unit had been in service for several years and this is the first euch spring failure in the plant operating history. Since the plant was in the cold shutdown condi-tion with the diesel properly removed frca service at the time of failure, it is deemed that no undue har.ard existed at the facility,
- 10. Corrective Action - The starting unit was replaced and adequately tested and an annual inspection of the gear and spring mechanism of the starting unit will be made a part of the preventive mainte-nance program.
