Dear Mr. Schwencer:

The purpose of this submittal is to clarify the applicability of the report submitted in Reference (1) relative to the integrity of containment leak chase channels.

That report provided the results of analyses for the limiting containment channels, which are in the suppression pool.

Explicit reference to drywell channels was adinittedly not made.

However, this is due to the fact that tSe limiting loading combinations apply to the suppression pool channels.

The Design Description provided in Reference (1) is applicable to both drywell and suppression pool channels.

The Loads and Load Combinations aprlicable to the drywell channels are the same as those used in the evaluation of the drywell liner and also include self-excitation due to SRV, LOCA and seismic events.

In this regard, the governing loads for all leak chase channels are those on the suppression pool.

Therefore, as has been stated, Reference (1) reported the design limiting case only.

The Applicable Code and Acceptance Criteria are identical for the drywell leak chase channels reported in Reference (1).

The Margin Factors for the dr would be greater than those report"M !ywell leak chase channels 7 Reference (1).

It is judged on the basis of this clarification that both suppression pool and drywell leak chase channels ara qualified as a part of the containment liner and justifies leaving the leak chase channel plugs installed during the integrated leak rate test.
