On September 22, 1981, Governor Brown filed a response to PG&E's Document Production Request, dated August 18, 1981.

The Governor's response outlined the steps which have been taken to comply with the PG&E request and objected to full compliance unless the request was limited or PG&E agreed to reimburse the State for the extraordinary costs incurred in complying with the l

request.

Without waiving the Governor's strong objection to the j

breadth and relevance of PG&E's request,b! Governor Brown is hereby l

j producing for inspection and copying various documents which have been provided by various State agencies.

Any party wishing to if The.nstant response does not address PG&E's October 1, 1991 motion to correl discovery.

REQUEST TO IDENTIFY.AND ' PRODUCE EMERGENCY PLANNING AND EARTHQUAKE DATA

  • This memo is in response to your August 26, 1981 correspondence requesting information regarding documents in the possession of the California Energy Commission (CEC) that relate to Radio-logical Emergency Planning; earthquake response or emergency planning; and, state, local, federal, or utility emergency response plans.

A survey of CEC offices indicates that considerable information is available at the CEC in these subject matter areas.

Most of the material, however, is somewhat dated.

The attached list provides brief descriptions of relevant materials that are available at the CEC, and groups them into 3 general categories:

Miscellaneous documents 8-8' Your August 26th memo requested some specific estimates regarding steps that will need to be taken and time required to retrieve and assemble relevant materials:

The listed materials are contained in files throughout e

the Commission, principally in our Engineering and Environmental Division, Assessments Division, General Counsel's Office, and Commission Library.

The identified material ranges in form from pieces e

of correspondence and staff memos to complete CEC, contractors, NRC, and other agency reports.

e The identification of the materials on the attached list has involved approximately 3 staff days to date.

e It is estimated that at least a week of staff time would be required to comprehensively catalog all the information that is available in these areas.

Depending upon the specific document needs and the availability of appropriate staff, the retrieval and reproduction timeframe could range from a week to more than a month's worth of

effort.

Perhaps the most effective way of estimating costs and time that would be associated with assembling these materials would be for your staff to review the attached list of available materials, and identify those items that appear to be relevant to the PG&E request and to your needs.

If-you would thqn indicate to us those items for which you have both'an immediate and an eventual need, 'we could set staff to work on assembling documents and on detailing time and cost estimates for necessary document cataloging, retrieval, and reproduction.
