HQECT: YANKEE ATOMIC ELECTRIC COMPANY CO REPORT NO. 29/66-3 b

k N

The subjects of functional tests on safety valves following repairs and tests on replacement welds in the primary system f

were purposely not pursued by me during the July 27 - 29,

,a 1966, visit since the formal position of DRL was still unknown.

However, the subjects were approached in a philosophical manner q

by Dr. Doan during the August 4, 1966, visit.

He voiced M

opinions that supported CO's position.

He also suggested

[:2 to Mr. Minnick that changes to the Technical Specifications might be in order; specifically, the addition of require-ments for the surveillance of the reactor pressure vessel because of the cladding defects, and for the testing of safety valves following repairs.

Minnick informed us that they had definitely decided to install flanged safety valves;

}

however, he made no commitments beyond that.

I The rumbles of personnel discontent still persist.

The latest I'

to join in is Lou Heider, the Chemical Engineer.

Part of his dis satis faction, as I interpret it, stems from the fact that be does not enjoy the same close relationship with Minnick that he had with Glenn Reed.

I plan to discuss Yankee organiza-tion in general, including the significance of any future losses in key personnel, with Yankee management in my next visit to Boston, tentatively scheduled for late September.

I have no problems with the results of the recent adjustment in main coolant pH except that it does show that there is still much to be learned regarding the overall pH versus g GI. lf,,g g

I underscand that Westinghouse now plans to conduct tests in this area at Saxton under a contract Dr. Doan expressed amazement at how these out-with Euratom.

fits are continually being subsidized for things they should be doing on their own.

l Regarding the planned replacement of control rods, Yankee J

estimates the cost at $400,000.

The principal results of this visit have been discussed with Paul Norian, DRL.
