By copy of this memorandum, we call IML's attention to the following:

1.

The possible hazard resulting from hydrogen generation within the cask does not appear to have been evaluated. This was not considered to be a safety problem in connection with the initial shipment; however, for future shipments when fuel decay time may be less, it appears that radiolytic dissociation of the water should be evaluated.

2.

Some difficulties were encountered in determining the license l

requirements. These appeared to result from the fact that all submittals by the Applicant and Westinghouse, which modify the contents of the Application, are not specifically referenced in the license or covered by approval letters from DHL. In j

addition, a lack of documentation of verbal agreements between DML and the Applicant was evident.
