The Plant 0;$ rating Proc' dures ' Manual' states that,' "The ~
e in-core flux monitors will be recalibrated utilizing flux vires.
Calibrations vill bc.perfomed for approximately every 20 notches

of control rod movement or.When the root mean square deviation approaches 155." Howeverb based on a review of the records on.
November 7,1973, the Reactor Engineer discovered that the in-core monitors had not been calibrated as " required.
The Big Rock Point Plant in-core flux monitors are only used to monitor power distributions and detect deviations fran predicted power distributions. The in-core detectors provide no automatic pro-tective functic;.
The Plsnt Review Committee coccluded that the 20-notch limit in the procedures manual is meaningless and will be eliminated as a requirement. The important requirement was concluded to be the root i
mean square deviation of 15 percent. The committee further concluded that a recurrence could best be preverted if the Reactor Engineering l
Department kept a trend log of the root mean square deviations; and.
based upon the trends observed, initiate action to ensure that the in-core monitors are recalibrated p.;or to exceeding the 15 percent devi-atiot. limit.
The Plant Review Committee recoe:mendations are being imple-mented by the plant staff.
