Wire & Cable Division Docket No. 99900230/81-01 NOTICE OF NONCONFORMANCE Based on the results of an NRC inspection conducted on June 16-18, 1981, it appears that one of your activities was not conducted in accordance with NRC requirements as indicated below:
Criterion V of Appendix B to 10 CFR Part 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accom-plished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantita-tive or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
The nonconformance with this requirement is as follows:
The Anaconda Topical Report AWC-75-A, Revision 3, paragraph 15.4.2 states in part, "A Material Review Board shall be established and meet at least weekly to take short-term corrective action... and decide on the dis-position of the remaining stop-tagged material.
The Material Review Board shall consist of the Managers from Engineering, Manufacturing and Quality Assurance...."
Contrary to the above, the Manager of Engineering was not represented at the weekly meetings of the Material Review Board held on May 22, 1981, June 5, 1981, and June 12, 1981, as shown by the attendees identified in the minutes of these meetings.
