HARTSVILLE AND PHIPTS BEND NUCLEAR PLANTS - SGTS DESIGN DEFICIENCY -

HTRD-50-518, -519, -520, -521/61 PBRD-50-553, -554/81-03 The subject deficiency was initially reported to NRC-OIE, Region II Inspector, McKenzie Thomas on December 12, 1980, as NCR's HTNANEB 8004 and PBNNEB 8004. The first and second interim reports were submitted on January 9, and May 26, 1981, respectively. In compliance with paragraph 50.55(e) of 10 CFR Part 50, this letter constitutes the third interim report on the subject deficiency.

TVA is continuing to review the alternatives to correct the SGTS water drainage problem. The alternatives are to enlarEe the size of the drains or put a timer on the spray system to limit the amount of water sprayed on the charcoal and carried to the drainage system. We anticipate a decision and the results forwarded to you in the form of a final report by February 12, 1982. We consider 10 CFR Part 21 applicable to thic nonconformance.
