Gentlemen:

Millstone Nuclear Power Station, Unit No. 1 Startup Physics Testing Program for Cycle 8 Enclosed p M se find a summary report of the Cycle 8 Startup Physics Test results.

In keeping nith established practice, this report has the same format and content as submitted for the last several fuel cycles.

Additionally, in response to Reference (1), Northeast Nuclear Energy Company (NNECO) hereby informs the NRC Staff that the scram insertion times for Cycle 8 are bounded by the ODYN Option B scram time distribu-tion.

For Millstone Unit No.1, the ODYN Option B scram time at 20% in-sertion is calculated to be 0.812 seconds. As can be seen from the attached report, Millstone Unit No. l's average scram insertion time for 20% insertion is 0.513 seconds, which is significant?y less than the ODYN Gption B scram time.

Therefore, as permitted by Reference (1),

NNEC0 will 70t perform an ODYN analysis for the current cycle, but will submit its first reload application using ODYN for transient analysis in the first half of 1982 supporting the Cycle 9 license submittal.
