L On September 10, 1981, the NRC Staff filed a Motion for Summary Disposition of Contention 14.

The motion was supported by the Affidavit of Raghaw Prasad, an economist with Argonne National Laboratory.

Accompanying the motion was a Statement of Material Facts As To Which There Is No Genuine Issue To Be Heard.

Applicants support the Staff's motion.

The Staff finds that the historical capacity factors for all U.S. nuclear reactors is 61.8% and the estimated average capacity factor for an 1100 MW boiling water reactor to be gp3 5

65%.

Although these values are lower than the 70% capacity factor assumed in Applicants' Environmental Report - Operating

[

l License Stage ("ER-OL"), the Staff concludes that the savings from operating Susquehanna, even assuming a 60% capacity factor, are much higher than those projected in the ER-OL and that the benefits of operating Susquehanna outweigh the costs.

Applicants have performed their own detailed analysis l

l of the capacity factors to be expected from the Susquehanna units.

l This analysis, set forth in the attached Af fidavit of Robert H.

l Koppe, shows that capacity factors of about 60% for the first j

four years of operation and 70% thereafter are prudent estimates for the performance of the Susquehanna Units.

Thus, Mr. Koppe's analysis shows that the 60% capacity factor assumed by the Staff conservatively underestimates the expected capacity factor for Susquehanna.

For all these reasons, Applicants respectfully request that the Licensing Board grant the NRC Staff's motion for summary disposition of Contention 14.
