This will confirm this morning's telephone conversation between Jay E. Silberg and Administrative Judge Gleason regarding the above captioned proceeding.

During the course of the conversation, p

Mr. Silberg advised Judge Gleason that Pennsylvania Power & Light J

Company ("PP&L") approved today new short-term and long-term load forecasts for i.ts service area.

Consequently, the October, 1980 l

forecasts which had been utilized by PP&L up to the present time have now become obsolete.

Purdom Page Two September 28, 1981 Insofar as the instant proceeding is concerned, the results of this new development are as follows: (1) those portions of the testimony of Grayson E. McNair on Contention 4b which discuss the results of PP&L forecasts are withdrawn; (2) those portions of the testimony of William F.

Hecht on Contention 4b which characterize PP&L's current compound annual peak load growth rate as approximately 2 1/2% (1977-1995) are also withdrawn; (3) Applicants' testimony on Contentions 4a, 4c and 4d remains unchanged.

The NRC Staff filed on September 2, 1981 a motion for summary dispe<2ition of Contention 4 in its entirety.

On September 23, 1981, Applicants filed an Answer to NRC Staff Motion for Summary Disposition of Contention 4 in which Applicants supported the Staff's motion.

Attached to Applicants' Answer were the Affidavits of William F.

Hecht, Grayson E.

McNair, and Grayson E.

McNair and i

Due to the issuance of the new forecast, the portions of Mr. Hecht's Affidavit dated September 22, 1981 referring to the PP&L forecast are withdrawn.

Mr. Hecht's Affidavit remains unchanged as it refers to Contention 4a.

Those portion of Mr. McNair's Affidavit, dated September 23, 1981, which refer to the results of PP&L load forecast computations are also withdrawn.

Those portions, which affect Contention 4b only, are found on Exhibit "C" to Mr. McNair's Affidavit.

The remainder of Mr. McNair's Affidavit, insofar as it refers to Contentions 4a and 4c, remains unchanged.

Finally, the Affidavit of Messrs. McNair and Roberts, dated September 22, 1981, on Contention 4d remains unchanged.

We are advised by Mr. Hecht that the new forecasts are highly unlikely to alter his conclusion that operatien of the Susquehanna Steam Electric Station will be economically advantageous.

Mr. Hecht expects to have ready a new Affidavit on Contention 4b discussing the impact of the new forecasts in approximately one week.

Mr. McNair also expects to have ready an Affidavit on Contention 4b setting j

forth the results of the new forecasts in approximately one week.
