Dear Mrs. Steinberg:

Enclosed please find an application from. Carpenter Technology Corporation to amend their authority (under Executive Order 12218 of June 19,1980) to export zirconium fuel channels to India for use in the Tarapur nuclear power pl ant.

Carpenter requests (1) that the number of fuel channels authorized to be exported be increased from 150 to 220 channels, (2) that the 2xport license be extended, and (3) that an intermediate consignee in West Germany be added.

It is NRC's view that, while Carpenter may ship up to 150 channels under their existing license, any increase in the quantity authorized would be subject to the full licensing process required by the NNPA for nuclear reactor component l

exports (10 CFR 110.51). Accordingly, we would appreciate your views on whether Carpenter's request would meet the applicable criteria of the Atomic l'

action for the time being on the request to increase the quantity at.Lhorized, Energy Act of 1954, as amended. Should the Executive Branch decide to take no we would appreciate your views on Carpenter's proposed extension of the export authorization period and the addition of an intermediate consignee in West Germany.
