Licensee is in receipt of a letter from Ms. Gail Phelps on behalf of ANGRY dated September 8, 1981, and addressed to the members of the Licer. sing Board.
The letter can be construed as a request to the Licensing Board to reopen the issue of the management capability of GPU Nuclear Group / Corporation based on a news article concerning a notice of violation issued by NRC to Jersey Central Power & Light O [)k PDq

Since the Licensing Board has issued a partial initial decision on all management issues except those having a nexus to the cheating incident in the administration of the TMIel operator examinations, and since therefore the Board no longer has jurisdiction of management issues unrelated to the cheat-ing incident, Licensee plans to make no further response to the Licensing Coard regarding Ms. Phelps' letter.
