Cop 9-121 issued by the Atomic Enevny Comission* on November 4,1814 These pemits authorize the construction of the Hope Creek Generating Station, IJnits 1 and 2, presently under constructioc at the Public Service Electric and Gas Company's site on Artificial Island, near the town of Salem in the State of New Jersey.
Cn April 20, 1991, the Pemittees filed a request pursuant to the Code of Federal Reculations. Title 10. Part 50 Section 50.55(h) for an extension of the cor:struction completion dates for these units because construction has been delayed by the following factors beyond their control:
1.
Less than anticipated growth in electrical demand i
2.
Continuing forecast,s of relatively low growth 3
Reduction in anticipated revenues A.
Inadequate rate relief which has prompted the Permittees to reduce capital outlays which, in turn, has led to a reduction in the construction budget.

CPPR-170 AND CPPR-1?1 IMPE CRFEK GFNFRATING STATION - DOCKET NOS 50-154 AND 50-355 Introduction Construction Pemits were issued to the Public Service Electric and Gas authorizino con)struction of the Hope Creek Generating Station. Units 1 Company (PSE44 and Atlantic Electric Company on November 4. 1974 and 2. on PSEAG's site on Artificial Insland, near the town of Salem in the State of New siersey. Construction Pemit CPPR-120 specified May 31, inRI as the latest date of completion of Unit 1. and CPPR-121 specified May 31. In92 as the latest date of completion of linit 2.
The Pemittees reouested, in a letter dated April 29. 1981. that these completion dates be extended to Decenber 31, 1096 and December 31, 1999, respectively.
Discussinn The Pemitteas' letter statert that the delay in completion of the Hope Creek fienerating Station trat due to the following factors which were beyond their control:

Inadequate rate relief which has prompted the Permitteer to reduce capital outlays which, in turn, has led to a reduction in the construction budnet.
Factors 1. 2. 3 and the first part of 4 can be attributed to market conditions beyond the control of the Pemittees. They directly affect the Pemittees' ability to schedule external financing for the pre-viously planned construction program.
As a consequence, the staff '
believes that the proposed stretch out of this construction program is a prudent mananertal decision. 'This action improves the Pemittees' financinn flexibility by reducing the imediate necessity to raise large I
anounts of capital in a dif'icult and costly financial environment.

W have identified no significant henrds considerations in connection with the extensions of the construction completion dates. In addition, we find that the only change pmposed Fv the Pemittees to the existing 4
construction nemit is extensions of the latest completion dates. These extensions will not allow any wrk to be perfomed involving new safety infomation of a tvoe not considered by a previous Commission safety review of the facility and that is not already allowed by the existing construction nemits.
