StTNARY OF SEPTEMBER 2,1981 MEETING REMRDIllG OPERATING LICENSE REVIEW The purpose of the meeting was to discuss the nethod for preparation and review of technical specifications for the Femi 2 operating li:ense. A list of attendees is enclosed.
The staff described guid-Mne documents used in preparing technical specifications; Standard BWR Technical Specifications, Radiological Effluent Technical Sptcifications, and the Environmental Protection Plan. These documents will be marked up by the applicant to make them specific for Femi 2, incorporating specific requirements from the Fermi 2 Safety Evaluation Report and the Final Enviromental Statement. The resulting draft Fenni 2 Technical Specifications tTS) and Enviromental Protection Plan (EPP) will be sent to the staff for review. The staff's marked up copies of the draft Femi 2 TS and EPP will be returned to the applicant.
Iterations between staff and applicant will be made until agreement is reached on most of the specifications, when a proof-and-review copy will be sent to technical review branches within NRR and IE for final review and coment. When applicable comments are incorporated, the radiological technical specifications are ready to be issued as Appendix A to the operating license and the enviromental protection plan (non-:adiological) is ready to be issued as Appendix B to the license.
The schedule for preparation and review of technical specifications, based on the scheduled September 1982 Comission Decision on licensing is:

I June 1982 -
Staff completes Proof-and-Review Copy of Femi 2 Technical Specifications and Enviromental Protectioa Pl an.
Sept. 1982 -
Final Copy ready for printing.

to wording in the standard specifict' ons should be made only if the Femi 2 equipment operation cannot be appropriately specified by the standard wording.

4 r Staff said that a revised version of the standt rd technical specifications for a Mark I, BWR-4 will be sent to applicant within a month. A copy of the latest revision of the Radiological Effluent Technical Specifications (NUREG-0473 Rev. 2) was previously sent to applicant. A copy of the Farley 2 Environmental Protection Plan February 1981 was given to applicant for guidance in preparing the initial draft of the Fermi 2 EPP.
