Zion Station Units 1 and 2 Request for Ter:hnical Specification Change NRC Docket Nos. 50-295 and 50-304

Dear Mr. Denton:

Commonwealth Edison hereby requests a change to Zion Operatirg License, DPR-39 and DPR-48, Appendix A, Technical Specifi'ttions.

The purpose of this change is to extend the survellicoce interval for certain Zion 1 Reactor Protection System instrumentation.

It is requested that Table 4.1-1,

' Reactor Protection System Testing and Calibration Requirements" be revised to provide a temporary extention of tb 3 recalibration interval for the Zion 1 reactor coolant pump bus undervoltage and underfrequency trip.

These channels were last calibrated oa November 25, 1979, and were due to be recalibrated during the spring 1981 rufueling outage.

Our records indicate that this calibration was not performed as required.

These thannels are not designed to be recalibrated with the reactor coolant pumps running.

We will recalibrate these instruments the next time these pumps are de-energized or at the first unit shutdown after September 11, 1981, whichever is carlier.

Presently, the next scheduled opportunity is the April 1982 refueling outage.

We are confident that this temporary change will not affect safe operation of Zion 1.

The functional testing of these channels was completed as required on February 21, 1981.

These instruments have proven to be very reliable and the setpoints generally change very little between recalibrations.

The setpoints are usually found to be within 5% of the required level.

In the past four years, no changes have been required during the refueling calibratior, checks.

This required fee for this requested license amendment will be provided at the earliest opportunity.

This amendment is requested on emergency basis because other provisions of the Technical Sr ecifications require unit shutdown within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.
