Waterford 3 SES Docket #50-382 Recruiting and Upgrading of Total Corporate Capability
Dear Ms. Black:
In its meeting of August 6, 1981 with the ACRS, Louisiana Power & Light Company stated its intention to provide Dr. Hanauer with a monthly report of LP&L's activities relating to recruiting and upgrading of total corporate capability. This is the first such report.
As reported previously in letters to NRC, Louisiana Power & Light Company has instituted a comprehensive personnel hiring and development program in order to fulfill out responsibilities essential to safe and efficient commercial operation of Waterford 3.
The LP&L Waterford 3 Corporate Organization below the Assistant Vice President -
Nuclear Operations has a total authorizatior. of 334 positions, of which 224 were filled at the end of August, 1981.
The Plant Staf f authori::ation is 281 positions, of which 194 were filled. The Offsite Support authorization is 51, of which 29 were filled. Attachment 1 to this report provides a current status of the staffing commitments we made in our April 20, 1981 letter to the NRC.
The experience levels of vital personnel, which we have employed since the submittal of our April 20, 1981 letter, are summarized below-A) The Operations Superintendent has 9 years of operating commercial nuclear power experience. He has held a Senior Reactor Operators License since 1974.
B) The Onsite Safety Review Supervisor has a Bachelor of Science Degree in Mechanical Engineering and 8 years of commercial nuclear experience.
He has accumu?"ed experience in Plant Engineering, Operations, Maintenance, and compliance during the past 5 years at an operating nuclear power plant.

Ms. Suzanne Black Page 2 September 14, 1981 C) The Assistant Plant Manager - Operations & Maintenance, who is due to report on September 21, 1981, has a Bachelor of Science Degree in Mechanical Engineering and 8 years of commercial nuclear experience. He has accumulated experience in Plant Engineering, Operations, and Maintenance during the past 5 years at an operating nuclear power plant.
D) We have onboard two Nuclear Operations Supervisors who have pre-viously held Beactor Operators Licenses.
Onc received his Reactor Operators License in 1977, and the other received his Reactor Operators License in 1978.
E) Two people have accepted our job offers as Nuclear Operations Supervisors. Both presently hold SR0s at operating plants. One has 7 years and the other 4 years experience in Operations at operating nuclear power plants. Both are expected to be onboard by early November.
F) We also have onboard an NOS whc has had 1h years experience in an operating nuclear power plant as an STA.
This individual holds a B.S. in Physics and was for 5 years an Officer in the Navy on submarines where he was qualified as Engineering Officer of the Watch.
G) We have added to the Offsite Support Group Organization an indivi-dual who has had 6 years Health Physics experience at an operating nuclear power plant.
We have employed the Technical Advisor to the Assistant Vice President -
Nuclear Operations and the Technical Advisor to the Waterford 3 Plant Manager.
Both of these individuals have significant operating nuclear power plant experience and have been involved with the Institute of Nuclear Power Operations Nuclear Plant Evaluation Program.
The Safety Review Committee is functional and has held two meetings, the first of which occurred on June 26, 1981.
The Offsite Support Group has commenced a training program and continues to develop a long-range training program. Attachment 2 provides the session topics and schedule for the initial ongoing training program. We expect to complete the initial phases of this program by November 1, 1981.
Beginning during the month of October, 1981, the Assistant Vice President -
Nuclear Operations, the Offsite Support Manager, and the Waterford 3' Plant Manager will spend one week per month at an operating commercial nuclear power pl ant with the objective in mind to enhance their operational nuclear experience and capabilities.
