,O CONSTRUCTION COMPLETION STATUS UPDATE DOCKET NO, 50-483, CALLAWAY PLANT UNIT NO._l, This letter updates the status of construction at our Callaway Unit No. 1.

In my June 19, 1981 letter I identified problem areas which threatened our ability to meet an October 1982 fuel load date and described actions being undertaken to improve construction production. Despite the positive effect of these actions, the re-evaluation of schedule currently underway indicstes that the October 1982 fuel load date is no longer a reasonable goal.

To a large extent, the schedule extension can be attributed to an increase in construction manhours over that previously estimated to complete the work. These additional manhours are necessary because the degree of complexity caused by congestion of equipment ir the work areas and the level of control necessary to meet design requirements and regulatory cummitments is greater than originally conceived.

Another factor is the continuing delay in the finalization of criteria and design for features and facilities that have been brought about by the Three Hile Island accident.

Our schedule re-evaluation is proceeding at a very detailed level to define restraints and opportunities for improvement, We expect that this effort will be completed by early hovember, at which tinie we will inform you of our projected fuel load date. Commercial i

Since review activities for the operating license have been progressing at a very favorable pace and the Safety Evaluation Report is nearing completion, we urge that the Commission Staff continue on the j
