This is to advise you that the Commissioners have reviewed the subject license to Transnuclear, Inc.

The Commission (with all Commissioners approving) has accepted your recommendation to export to the Federal Republic of Germany 2.363 kilograms of uranium, enriched to 93.3% U-235, in the form of U308.

In connection with his approval, Chairman Palladino has provided the following statement:

"I em concerned about the use of highly enriched uranium in research reactors and the relationship of the Commission's export licensing responsibilities to it.

I am heartened by the efforts to phase out the use-of HEU in such reactors, and believe such efforts should be accelerated.

I request that the Commission direct the staff to prepare a policy statement for Commission consideration on this general subject."

The other Commissioners have concurred in this request.

Commissioners Gilinsky and Bradford have expressed the view that this should be the last HEU shipment for this reactor.

The Commission requests that the staff provide the policy statement requested by Chairman Palladino by September 22, 1981.

The Office of International Programs was informed of this action by telephone on September 4, 1981.
