This is in further response to your letter dated May 14, 1981 in which you requested, pursuant to the Freedom of Information Act, copies of documents pertaining to the burial of radioactive wastes on property in l
Maywood, N.J., which is owned by the Stepan Chemical Company.
The l
documents listed in the Appendix of this letter are subject to your request.
Portions of two documents in the Appendix are being withheld for the reasons enumerated below.
Portions of the attachmants of document three of the Appendix contain the names and home addresses of individuals contacted during this inspection and are being withheld from public disclosure because disclosure of this information would constitute a clearly unwarranted invasion of -
personal privacy, it is being withheld from public disclosure pursuant to Exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6))
and10CFR9.5(a)(6).
l Enclosure one to document five is a memorandum to file from Richard L.
Jacobson and Joan P. Fread dated October 15, 1980 and is an attachment to inspection report 40-8610 81-01.
Portions of this document, censisting of the names and other identifying information of persons interviewed by the authors during their visit to the Maywood plant on October 9,1980, represents attorneys' work product and is T,eing withheld from public disclosure as confidential business information pursuant to exemption I
(4) of the Freedom of Information Act (5 U.S.C. 552(b)(4)) and 10 CFR 9.5(a)(4) of the Coninission's regulationst No~ other 'information has been deleted from the document.
The authors of the docu.aent state that the 'nemorandum is a preliminary evaluation prepared'in response to a letter fron the NRC to the Stepan Chemical Company datsd September 16, 1980 (copy enclosed)._.The authors also state that,<upon: subsequent investigati'n:of the items discussed in the memorandum, they found many of the statements to be inaccurate.
In particular, they say that;the statement on the bottom of page 3 referring to material stored in the warehouse is inaccurate. In fact, the authors point out that the only material contained and stored in the warehouse are coca leaves. All processing and shipments are handled in a building adjacent to the warehouse at the Stepan site.
This fact has also been substantiated by NRC's investigation of the Stepan matter.

w Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that 'its production or disclosure is contrary to the public interest. The persons responsible for these denials are the.
undersigned and Mr. Victor Stello, Jr., Director, Office of Inspection and Enforcement.
This denial may be appealed to the Executive Director for.0perations within 30 days from the receipt of this letter. Any such appeal must be in writing, addressed to the Executivc Director for Operations, U.S.
Nuclear Regulatory Commission, Washington, DC, and should clearly state on 'the envelope and in the letter that it is an " Appeal from an Initial F0IA Decision."

,We understand that the NRC in conjunction with the contract purchasers, owners, or other parties interested in the Steppin Chen.ical dump site on Route 17, M:yaood, New Jersey have recently perfonnad on-site investigations.
l Uchran Engineering would like to receive the following infonna-tion dealing with and resulting from these field investigations:

Any pre-investigation agreements, work scopes, costs, and/or schedules which were developed or issued by NRC or by another party.,0f interest for,this site.

All on-site investigation plans, procedures, logs.
