Since one of the two major purposes of Regulatory Guide 10.1 is "to provide information that would assist in. the. timely and correct distribution l
of reports," we recommend that the subject Guide be revised to instruct licensees l
to:

In those instances for,which an NRC Headquarters Office is the
" Secondary Recipient". of a written report, mail the Secondary Recipient's copy:
" Attention:
Document Control Desk, United States Nuclear Regulatory Commission, Washington, D.C. 20555."

In tnose cases for which an NRC Headquarters Office is the " Primary Recipient" of a written report, mail the Primary Recipient's copy,
" Attention: Dccument Control Desk, United States Nuclear Regulatory Comission, Washington, D.C.
20555." TICC will provide copfes for the Regional Office / Resident Inspector and to other distribution.

Additional guidance that would"a'sist licensees in assuring tirely distribut'on s
of reporting requirements is presented in Attachment A.
In addition, instruc-tions en how to properly submit reports containing 2.790 information should also be provided.
If such guidance is included in the Regulatory Guide, many of the problems that cause ineffective distribution could be avoided.
It is our understanding that_siime licensees may have endorsed various revisions of Regulatory Guide 10.1, wh1N others have not endorsed it at all.
If the guidance provided in Regulatory hide 10.1 (Revision 4) is to have a positive effect, it will be necessary for h'1R and flMSS to assure that all licensees endorse it (or any future revi.sion issued) as a condition of their Technical Specifications. Otherwise ADM reconsnends that any guidance provided in the Guide that is not specifically.. contained in.10 CFR be deleted and the Regulations revised to assure.that Headquarters receives copies of all reports.
Without assurance that licensees are in fact following a uniform and consistent procedure, ADM is not able to provide effective document control and distribution support nor prevent the costly.piocessing of many duplicates of the same reports.
We believe that licensee endor$einent of a Regulatory Guide containing the instructions presented above wpuld. eliminate the need for Regional Offices to forward original reports to Headquarters for central processing as well as assure timely and effective dissemination of reports.sent to Headquarters.
This action would also provide a. vehicle whereby changes in reporting require-ments or procedures could be effectively consnunicated to licensees and implemented.
Presently, there is no mechanism, other than a cumbersome rulemaking, to affect such admin.istrative. changes. We believe that licensees would welcome sucn an approach., Your assistance in implementing it is appreciated.

f REPORTING INSTRUCTIONS Licensees submitting required rerorts to the NRC will follow these procedures:
1.
Identify each report with:
Date Docket number where applicable License numbe where applicable Name of report as given in Regulatory Guide 10.1 (Revision 4)
Authority requiring the report (CFR, Bulletin, Tech Specs).
2.
Mail all copies to a specified recipient in a single package.
If 3 copies j
are to go to a single recipient, mail all 3 copies at one time.
3.
Mail copies in the number specified to the addressees as specified in Regulatory Guide 10.1 (Revision 5).
Registered or certifies mail is not l
required.
Use of these classes of mail is solely fcr the convenience of l
the organization responsible for the report.
4.
All reports which are not submitted on NRC forms should be submitted on j
white paper 8-1/2" X 11" in size.
l 5.
Every page must read from top to bottom.
6.
Every effort must be made to avoid oversize pages in a report.
Whenever this is unavoidable then it should be possible to present the material on an 11" X 17" sheet (double size).
l 7.
Engineering drawings and/or maps may be submitted in aperture card format in accordance with Military Specifications Mil-C-9877B and Mil-C-9949.

Drawings must be photographed onto 35m aperture cards at the following i
reduction ratios:
Up to and including 610mm X 457 m (24" X 18") (C or A2 size) will be filmed at a reduction ratio of 16:1.
Over 610 m X 457 m and up to 914m X 610m (36" X 24") (D or Al size) shall be filmed at a reduction ratie of 24:1.
Over 914m X 610m and up to 1,219m X 914m (48" X 36") (E or A0 size) shall be filmed at a reduction ratio of 30:1.
Over 1,219m X 914m (to be filmed in sections according to NMA-MS110) shall be filmed at a reduction ratio of 30:1.

Title information should read (left to right):
Docket Number Drawing Identifier Drawing Number Drawing Date and/or Revision Date.
