Dear Mr. Chairman:
In accordance with Section 236 of the Legislative Reorganization Act of 1970, the U.S. Nuclear Regulatory Comission's Statement of Actions being taken on recommendations in the General Accounting Office's June 3,1981, report entitled, "NRC Should Specify User Needs and Improve Cost Control for its Document Control System," is submitted.
In its report, the GAC made three specific recomendations.
The Commission l
agrees with the substance of these recommendations.
Staff actions, both completed and ongoing, as noted below, are responsive to these recommendations.
First, the GA0 recommended that the needs of NRC staff for an automated technical infonnation and Document Control System (DCS) should be specified, j
In [ncember,1980 a DCS Policy Advisory Group was formed to provide management and policy oversight of the DCS.
As a result of this group's work, user needs are being sharpened and some aspects of the system have been eliminated, with a reduction in projected costs of about $5 million.
In addition, a DCS Requirements and Feasibility Study is now under way j
to evaluate the more long-tean technical.information and document control needs of NRC staff.
I anticipate that this study will be completed in j
the spring of 1982.
Second, the GA0 recomended that NRC resolve problems the staff was experiencing in using the system.
Several actions are under way or have been completed in this area.
A comprehensive management directive on DCS document coverage should be oublished by September,1981.
A DCS Newsletter is now published monthly and distributed to all staff.
Video terminals have been eliminated and the quality of microfiche upgraded.
Finally, a user orier,ted Boolean Search System is being evaluated for use by the staff.
Third, the GA0 recomended that NRC take steps to prevent the pacessing of duplicate documents.
On July 6, 1981, new procedures were implemented agency-wide to minimize duplicate copies by accepting only original documents for DCS processing.
The impact of these procedures will be monitored to ensure that duplicate rates are substantially lowered.
