States Utilitics Company (the applicant), on its own behalf and, as te ownership of 30 percent of Unit 1, on behalf of Cajun Electric Power Cooperative, to possess, use, and operate the River Bend Statiosi, Units 1 and 2, two boiling water nuclear reactors (the facilities), located on Gulf States Utilities Company's site in West Feliciana Parish, Louisiana. Each of t ru ctors is designed to operate at a core power level of 2094 megawaM - ra-1,.vith an equivalent net electrical output of approximately 936 megavatts.

' After the environmental report has been analyzed by tne Conaission's staff, a draf t environmental statement will be prepared. Upon preparation of the draft environmental statement, the Conaission will, among other things, cause to be published in the FEDERAL RLGISTLR, a notice of availability of the draft statement, requesting cocoents froa interestea persons on the dratt statement. Tne notice will also contain a statement ta the ef fect that any co iments of Federal agencies and State and local of ficials Will be Made available when received. The draft environmental statement will focus only on any taatters which differ frora those previously discussed in De final environmental statement prepared in connection with the issuance of the construction permits. Upon consideration of connents submitted with respect to the dratt environnental statement, tne Commission's staff will prepare a final environnental statement, the availability of which will be published in the FLDERAL RLGISTLa.
The Comission will consider the issuance of facility operating licenses to the applicant, which would authorize the applicant to possess, use and operate the River uend Station, Units I and 2, in accordance with the provisions of the licenses and the technical specifications appended thereto, upon: (1) the corapletion of a favorable safety evaluation of the application by the Comission's staf f; (2) the coapletion of the environmental review required by < a Coccission's regulations in 10 CFR part 51; (3) the receipt of a report on the applicant's application for facility operating licenses by the Advisory Counittee on Reactor Safeguards; and (4) a findinj by the Comaission tnat the application for the facility licenses, as amended, complies with the requirenents of the Atomic Energy Act of 1954, as awnded (che Act), and the Comaission's regulations in 10 CFR Chapter 1.

Construction of the facilities was authorized by Construction Permit flos. CPPR-14 l

' As required by 10 CFR 52.714, a petition for leave to intervene shall set forth with particularity the interest of the petitioner.in the proceeding, and how that interest may be af fected by the results of the proceediag. The petition should specifically explain the reasons why intervention should be permitted with particular reference to the following factors: (1) the nature of the petitioner's right under the Act to be made a party to the proceeding;.(2) the nature and extent of the petitioner's property, financial, or other interest in the proceeding; and (3) the possible effect of any order which may be entered in the proceeding on the petitioner's interest.
