Dear Sir:

The above referenced Order confirmed Boston Edison Company's (BECo) comitments to complete " any plant modifications needed to assum that the facility con-forms to the Acceptance Criteria contained in Appendix A to NUREG-0661 shall be designed and its installation shall be completed not later than October 31, 1981 or, if the plant is shutdown on that date, before the resumption of power there-after".

As we discussed with you and Mr.14. Williams of your staff, on August 20, 1981.

BECo requires an extention of the confimatory order completion date for the following two torus modifications.

Torus Saddle Installation The torus saddle installation was partially implemented during the 1980 refueling outage and was scheduled for completion prior to the September commencement of the 1981 refueling outage.

However, during the preliminary fit up of external saddle components, design / construction problems were identified. Reanalysis of the design will be required, and additional material procurement may be necessary. We are therefore unable to perform the external steel work pre-outage.

The magnitude of the additional work schedule ' for the torus compartment during the outage, internal torus modifications and Tiil related changes, precludes con-current implementation of the external torus modifications.

Boston Edison has rescheduled the completion of the saddle installation for implementation post-outage, with a final completion date of 11ay 1,1982.

Ippolito, Chief August 25, 1981 Page 2 Torus Temperature 'lonitoring System A new torus temperature monitoring system was scheduled for iristallation and operation during the 1981 refueling outage. Orders for all necessary components had been placed; owever, there has been slippage in the specified delivery dates for the cabinets with the analog electronics and the temperature indicators and recorders.

New thermowells have already been installed in the torus shell and the RTD sensors and electric conduit / wiring runs to the control room will be com-pleted during the 1981 refi'elin outage. The new torus temperature monitoring system meets the guidelines of NUREG-0!61.

We propose to continuc to use the existir.3 temperature monitorf ng system until the new system is operable.

Installation of the delayed equipment will not require a plant shutdown and will be installed with post outage completion before May 1, 1982.

Boston Edison Co. believes that substantial improvements have already been made in the margins of safety of the containment systems and will continue to improve them during this period whenever practicable.

For these reasons BECo believes good cause exists for the extension of the deadline.
