Dear Mr. Smith:

Enclosed is an envelope which was addressed to Dr. Jordan and stamped

" confidential" but was apparently misdirected.

The Staff's TMI-1 restart project manager, Harley Silver, received the package yesterday. Dr.

Jordan's name had been deleted and other names, the last of which was Mr.

Silver's, were added.

Believing the package was for his review, Mr. Silver did remove its contents and read enough to realize that it had been forwarded erroneously. Mr. Silver immediately notified me.

I cannot attest to the numbers of people who may have read the contents of this envelope.

Based on Mr. Silver's inquiries, it appears that only mailroom personnel and Mr. Snyder's secretary have seen the letter, in addition to Mr. Silver's brief perusal.

I can assure you that after Mr.

Silver contacted me, no other Staff member or Staff attorney examined the material.
