Operating License No. DPR-73 Docket No. 50-320 Control of Heavy Loads The purpose of this letter is to request an extension of the required response dates in your letter of February 27. 1981 concerning the Control of Heavy Loads.

The requested dates for the extensions are given in the schedule section below. The information in this letter has been discussed with Mr. R. Bellamy of your on site staff.

Background

Your letter of February 27, 1981 has three primary enclosures:

1.

Section 5 of NUREG 0612 - Guidelines of Control of Heavy Loads.

2.

Staff position - interim actions for Control of Heavy Loads.

3.

Request for additional information on Control of Heavy Loads.

The criteria outlined in the enclosures are primarily directed to either operating plants or those with construction permits. The situation at TMI-2, both in terms of the physical situation and priorities, requires a unique treatment with respect to the requested information. The physical elements to be considered are the severely limited access to the Reactor Building, the equipment now in the Fuel Pool, and the future defueling operation. Also, the development of procedures and equipment to support the Submerged Demineralizer operations have been utilizing substar.tial amounts of manpower. However, this is now in the final stages of development.

Therefore, with the current TMI-2 situation DM and the currently available resources, the following schedules are 3

proposed.

Your letter requests that we provide a response to the " Interim Actions" by May 27, 1981. This response has not been forwarded to date, however, we propose not to make a separate submittal l

Dr. B. J. Snyder LL2-81-0207 but incorporate the requested information into the response to Section 2.1 of the " Request for Additional Information." See Item 2.

2.

We propose to provide the response to Section 2.1 of the " Request for Additional Information" by October 1, 1981. The information to be provided will address the handling of heavy loads during the phase af operation prior to defueling.

3.

We will provide the response to Sections 2.2 and 2.4 of the

" Request for Additienal Information" for the phase of operation prior to defueling by the requested date of November 27, 1981.

Section 2.3 concerns the polar crane in the containment, and due to the current situation at TMI-2, cannot be addressed at this time.

4.

We propose to respond to Sections 2.1, 2.2, 2.3, and 2~.4 of the

" Request for Additional Information" as it relates to all aspects of the defueling operation by January 2, 1983.

5.

We propose to address all aspects of NUREG 0612, as it relates to operational functions of TMI Unit 2, in the FSAR, if and when a revised FSAR is prepared.

The above schedule should be responsive to the NRC concerns relative to the Control of Heavy Loads. Also, recognizing the current situation at TMI-2, separating the response into three distinct categories corresponding to the processing of the water in the containment.defueling, and the potential operation of the unit was judged to be the most appro-priate course of action.
