Noncompliance t Enrico Fermi Unit 2 Construction Site This letter responds to the items of noncompliance contained in your IE Report 50-341/81-09. This inspection of Enrico Fermi Unit 2 Site Construction activities was perfonmd by Messrs. B. H. Little and P. M. Byron of NRC Region III on June 1-30, 1981.

Only the cited item of noncompliance is discussed in this reply, as required by Section 2.201 of the NRC's " Rules of Practice", Part 2,

'Iitle 10, Code of Federal Regulations.

The enclosed response is arranged in sequence of items cited in the body of your report. The finding and section numbers are referenced.

Contrary to the requirements of 10CFR50, Appendix B, Criterion V; the Enrico Fermi 2 FSAR, Section A.17.1.2; and the EF2 OA Manual, Section 18.2.1, the licensee and a subcontractor do not have written procedures which delineate methods for the storage and preservation of OA records.

Corrective Action Taken and the Results achieved Site contractors as well as Project Quality Assurance have procedures that control quality assurance records. These procedures did not contain the items noted by the inspector as defined in item 4 on page 3 of the inspection report.

Contractor and Project Quality Assurance procedures have been changed to cddress these concerns and have been issued for use or are currently in the approval cycle. The Enrico Fermi 2 Quality Assurance Manual has been revised to include storage requiremerts for quality assurance records. This revision is currently in the approval cycle prior to issue. A surveillance has been conducted on the quality assurance :.ecord storage areas of site contractors performing safety related work. These contractors maintain OA records in Detroit Edison furnished one hour fire rated cabinetn with access limited to specified personnel. Fire extinguishers are available in the innediate vicinity of record storage areas.

No water lines run through any of these areas. Additional measures are now be-ing implemented for record preservation including the posting of "No Smoking" signs and the addition of snoke alarms where deemed necessary.

Corrective Actions Taken to Avoid Further Noncompliance Project Quality Assurance and all safety-related site contractors are in the process of reviewing and revising their QA Manuals and/or procedures to ade-quately describe OA record storage and protection requirements. Construction Quality Assurance will continue to include these requirements as audit check list items to verify implementation.

have been issued ar are in the approval cycle. Issue of all revised quality I

assurance record procedures will be canpleted by September 30, 1981. The Fermi l

2 Quality Assurance Manual revision will be issued for use by October 31, 1981.

i Quality record storage areas have been reviewed by Project Quality Assurance and i

the NRC inspector's concerns have either been addressed or are in the process of j

being addressed. This will be canplete by August 31, 1981.
