LaSalle County Station Units 1 and 2 Reactor Building Metal Deck 10CFR50.55(e) Report No. 81-05 (30 Day Report)

Dear Mr. Keppler:
On July 20, 1981, Mr.
H.
Wescott of your staff was informed of a potential deficiency related to damage to the Reactor Building Metal Deck at LaSalle County Station which caused damage to the composition roofing on that building.
This report is submitted to satisfy tne 30 day report requirement under 10CFR50.55(e) relative to the subject deficiency.
As a result of the investigation conoucted thus far and the initial results of the remedial action now underway, it is judged that no further reporting will be required.
Therefore, unless there are any questions from your staff on this matter this is considered a final report.
A description of the subject deficiency and the corrective action taken are presented below:
DESCRIPTION OF THE DEFICIENCY:
During the weekend of July 18-19, 1981, in the process of conducting the Secondary Containment Leak Rate Test, the Reactor Building was overpressurized.
The overpressurization was apparently caused by an abnormal HVAC configuration with a supply fan running, the exhaust fan off or tripped, and the Reactor Building isolation dampers closed.
The overpressurization caused damage to the Reactor Building composition roofing and insulation.
ANALYSIS AND CORRECTIVE ACTION:
A complete inspection of the entire framing system determined there was no structural damage caused by the overpres-gf.4 surization,

Although there will be no changed in the mechanical or

structural design of the roof to re-establish the original design criteria, removal of the existing roofing, inspection of the decking and replacement of the damaged deck fasteners will be required.
This will be followed by the installation of a complete new permanent roof.

J. G. Keppler August 18, 19?1 To protect the refueling floor during construction completion, the roof will be made watertight at the end of each working day.
Sargent & Lundy Standard Specification, Form 1729, Revision E, with the specified exceptions, will be used for the new installation.
The regular work which was begun on July 30, 1981, is expected to be completed in the latter part of October.
i To prevent recurrence, a spring loaded switch will be added to the supply fan to keep it from inadvertently being left on.
In addition, the LaSalle County Station Start-Up Coordinator has issued a letter to all the Start-Up engineers outlining precautions to be taken during abnormal equipment operation.
