This refers to the routine safety inspection conducted by ifr. W. J. Slawinski of this office on June 2,1981, of activities at the Masaillon Steel Cesting i

Comp r.y authorized by NRC Byproduct Material License No. 34-02605-01 and to the discussion of our findings with you and Mr. Thomas McInnes at the (cu-clusion of the inspection.

The inspection was an examination of activities conducted under yo9r license as they relate to radiation safety and to compliance with the Commission's i

rules and regulations and with the conditions of your license. The inspection consisted of a selective examination of procedures and representative records, observations, independent measurements, and interviews with personnel.

In addition to the above areas, the inspector examined actions described in your letter dated August 2, 1979, regarding the apparent items of noncou-pliance found during our June 5, 1979 inspection. We have no further questions regarding items 2 through 7.

However item No. 1 is a repeat violation, as outlined in the enclosed Appendix A.

During this inspection, certain of your activities appeared to be in non-compliance with NRC requirements, as specified in enclosed Appendix A.

A written resporse, submitted under oath or affirmation, is required, Based on the findings of this inspection, a telephone discussion was held on July 31, 1981, between you and members of your staff and me and others of the Region III staff. We discussed our concerns regarding an apparent lack of controls over licensed activities which allowed an item of noncompliance regarding improper survey meter calibrations to remain uncorrected, and I
