PROPOSED IMPOSITION CF A CIVIL PENTLTY - $80,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalties in the amount of Eighty Thousand Dollars will be issued on or about August 28, 1981, to Commonwealth Edison Company. This action is based on alleged violations relating to a weckaess in the health physics program regarding control of personnel radiation exposures. Two overexposure incidents occurred in March 1981 and demonstrated that the licensee conducted inadequate surveys, failed to follow monitoring procedures, and did not take adequate precautions to protect personnel from radiation hazards. One individual received a whole body dose of approximately 21.2 rems and another individual received a whole body dose of approximately 3.02 rems.
A news release has been prepared and will be issued about the time the licensee receives the Notice. The State of Illinois will be notified.
It should be noted that the licensee has not been specifically infonned of the enforcement action. Tne schedule of issuance and notification is:

The licensee has 30 days from the date of the Notice in which to respond.
