Peach Bottom RPS Power Supply m
Protective Devices
Dear Mr. Stolz:
In our letter dated March 9,1981, S. L. Daltroff, Philadelphia Electric Company. to Robert W. Reid, we indicated that we would submit a Peach Bottom License Amendment Request by July 31, 1981, concerning our design for the protective devices on the RPS power supply. Since that time there have been questions raised by the NRC staff concerning our proposed RPS design which we are presently working to resolve.
In addition, our letter proposed a Technical Specification that specified a six second time delay for the trip of the protective devices. A subsequent review of the proposed tire delay by the Peach Bottom Plant Operations Review Committee indicated that six seconds may not provide sufficient time for an off-site power transfer before a reactor scram is initiated by tripping of the RPS protective devices. This time delay is also one of the items being discussed with the NRC staff.
Consequently, this issue is being re-evaluated by our Electrical Engineering Department. The purpose of the evaluation is to select a time delay specification that both assures protection of components fed from the RPS power supply system and avoids unnecessary reactor scrams. We expect our evaluation to be complete by mid September, 1981.

Mr. J. F. Stols, Chief Page 2 We have discussed the delay in our License Amendment submittal with the Peach Bottom Project Manager. This letter is to formalize our request to delay our submittal until October 31, 1981.
This should still allow sufficient time for processing the submittal before the first modification is implemented during the Unit 2 Refueling Outage scheduled for early 1982.
