Gentlemen:

This is in response to your letter of July 24, 1981, conceming the 1

surface condition or finish of the package sutdect to the Order to Show Cause dated July 22, 1981.

t The occasions of impermissably high levels of surface contamination are a matter of record with the users of the package. We do not have specific documentation related to the surface preparation or present condition of l

the cask surfaces. As stated in the Order, the reason for excessive contamination is not fully understood.

It is expected that to demonstrate that there is reasonable assurance that the cask will not experience excessive contamination levels in transport, that you will addmss among other things, the decontamination practices and condition of the cask surfaces.
