The Boeing Company desires to implement an acceptable Quality Assurance i
l Program (per 10 CFR 71.51) for the following types " Type B" Quantity Materials and Transportation Activities:
A.
IMMEDIATE CONCERN:
1.
Inter plant transfgr of 21 each - Doubly Encapsulated N.R.C. Licensed 23-Pu Neutron Detector Foils ranging from 0.010gm to 1.533gms (0.0540 Curies).
2.
Method of Transfer:
Boeirig exclusive-use closed vehicle.
3.
One way distance of transportation activity on public highway: n.2 miles.
4.
Leak Test requirements prior to transfer: <0.0001 uC1.
5.
Packaging method:

0.0.T. specification 6M Packaging System.

Inner Packaging:
239 a)
Pu Neutron Detector Foils (1) The Foils will be primarily contained in a 2R equivalent threaded pipe with nipple ends.
Cushioning dunnage will te placed between seven (7) laycrs, of three (3)
Foils per layer. The primary container will then be centered in a five (5) inch I. S. diameter secondary 2R equivalent cylinder.
Laminated, corrigated fiberboard dunnage will be used to ensure that the Primary 2R container will remain centered within the Secondary 2R equivalent container.
The Secondary 2R cylinder will then, in turn, be centered inside fire-retardant insulation rings, which are the last components of the inner packaging system.

Interplant Transfer of " Type B" Quantity Radioactive Materials:
239 a) 4 each - Doubly Encapsulated Pu Neutron Detector Foils, ranging from 1.494gms to 1.52y ms per Foil (total activity - 6.031gms or 0.377 Curies),
235 b) 4 ecch - composit Pu Neutron Detector Foils, ranging from 0.120gm to 0.305gm per Foil (total activity =35 626gms Pu, or 0.102 Curie Pu; and 1
2 U, or 0.4 uCi 235 ),
9 0.201gm c) 1each-DoublyEncapsulagPuNeutronSources.2 Curie (329ms), and 1 each 10 Curie (160gms) d) 1 each 241AM-Be Doubly Encapsulated Neutron Source (total activity = 0.100 Curie).

Inner Containment System:
Primary containment will be provided by the same gRequivalentthreadedpipesaswereusedforthe 39Pu Foils.
Cushioning dunnage will be used to protect the Foils and ensure their centered position within the threaded pipes during transportation activities. The inner 2R container shall be centered within a secondary 2R equivalent cylinder with Laminated Fiberboard dunnage a,1d/or paraffin, (depending on Neutron shielding requirements). This secondary 2R equivalent cylinder will then be placed inside the fire retardent insulation rings which complete our 6m packaging system.

FAR FUTURE REQUIREMENTS (6 months) 1.
An approved (NCR) Q.A. Program that allows Boeing to conduct Inter Plant, Intra-State, and Inter-State transportation activities for " Type B" quantities of NRC licensed Normal Form &, Special Fonn Fissile Materials. Also, we want to be able to transport a " Type B" quantity of Agreement State controlled material to Non-Agreement NRC controlled states.
We plan to use " Type B" containers that are purchased only from manufacturers who possess an existing Approved Q. A. Program; therefore, we are hoping for partial relief from having to complete certain sections of 20 CFR 71, Appendix E.
Would you please identify these sections that do require completion as long as we do not manufacture our own containers.
