Dear Mr. Keppler:

This is a supplement to my June 11, 1981 letter dealing with the NRC special team inspection of the Clinton Power Station conducted February 9 - March 5, 1981 and documented in NRC Report 50-461/81-05.

As discussed by Messrs.

D. Hayes (NRC) and A.

Budnick (IP) on July 14, we have further evaluated our response contained in Item 11, Sections b & c (page 13) dealing with Criterion V, Instructions, Procedures, and Drawings and conclude that the Field Change Request (FCR-9071) may not be the most practical means of addressing the concerns expressed in Section b and Section c of the item of compliance.

Therefore, the following steps are being taken:

1.

For procuremen.t where contracts are still open (final payment not made) Engineering Change Notices (ECN's) will be issued where necessary.

The ECN's will modify the documentation handling requirements to achieve consistency with the Project documentation system.

This effort will be completed by the end of 1981.

2.

For procurement where final payment has been made we will continue to expedite developing the checklists and obtaining missing documentation.

This work should be completed by the end of 1981.

3.

Specifications for future procurement will be consistent with CPS receiving practices to preclude the type of documentation control problems identified during the Team Inspection.

4.

It is our goal that all documentation needed to support startup and oner tion of Clinton will be identified and statused sing our computer tracking /index system by the end of 1981.

Question 12 on page 8 of Appendix B also addresses this question.

The steps described above (1 through 4) replace the answer provided to question 12.

I trust that this supplementary response is satisfactory to allow closecut of these items when all actions are complete.
