Dear Mr. Seyfrit:
Re:?erence:
(a) Region IV letter to ifL6P dated April 16, 1981 (ST-AE-IIL-749)
(b) Prescon letter to B6R dated April 30, 1981 (ST-PR-BR-0443)
(c) IIL6P letter to Region IV dated May 8,1981 (ST-liL-AE-667)
(d) Region IV Ictter to liLGP dated June 2, 1981 (ST-AE-liL-778)
South Texas Project Units 162 Docket Nos. STN 50-498, STN 50-499 Dome Tendon Sheathing By reference (a), your office requested that flouston Lighting F Power provide a description of our method for verifying the location of dome tendon sheathing within specified radial tolerance.
Reference (c) provided the subject description.
Reference (d) requested further information. A sturmary of the meeting held on June 29, 1981, with Messrs. Ifall and Tapia of your staff to provide them the infor-mation is discussed below.
As discussed in the meeting, as built dimensions of the dome liner i.dicate that the liner has been erected within the tolerances as required in the liner specification.
Measurements to install the group 1 and group 2 tendons will be made from the liner surface. This approad is acceptable because the various stringent erection toler-ances which control the curvature of the dome liner are made by placing a template against the liner itself. These contour tolerances preclude the possibility of surface irregularities from acting, concurrently with the dome radial tolerance of + 3 inches.
The top edge of each subassembly, when placed on the shell, is at the required eleva-tion to within the specified tolerance of + 3, + 4, + 5, and + 6 inches, respectively.
These elevation tolerances provide a proper fit at the junction of any two subassemblies so that the elevation at any point on the dome is within its specified tolerance.
Therefore, a relatively smooth transition in the curvature of the dome is insured.

July 8, 1981 hh. Karl Seyfrit ST-llL-AE-694 SFN: C-0560 Page 2 Prescon has reviewed and understands all of the tolerances associated with the-dome liner and concurs that locatint the tendon sheathing with respect to the dome liner should have no detrimentai effect on the post tensioning system (reference b).
Prescon considers that the frictional losses attributed to the
" snaking" of the sheathing at the maximum allowable tolerances should have a negligible effect on the prestressing tension force.
Consequently, there should be an acceptable prestressing force when the sheathings are located with respect to the dome liner.
Based on reference (c) and the info.aation discussed on June 29 and contained in this letter, it is our understanding that your office can complete their review and a release for the three RCB 1 dome placements (CSI-R1, R?, and R3) will be forthcoming.
l Your prompt attention to this release is appreciated.
If you have questions please advise as soon as possible.

Very truly yours, J.11. Goldberg
